The General Regulations of Captain John Alexander's Company of The Seventh Regiment of The Pennsylvania Continental Line

Article I. Purpose and Function

The purpose of these regulations is to describe the organization and procedures by which Captain John Alexander's Company of The Seventh Regiment of The Pennsylvania Continental Line, Inc. (the corporation) will accurately represent an American Revolutionary War period military unit, to be known as Captain John Alexander's Company ofThe Seventh Pennsylvania Regiment of The Continental Line (the company).

Article II. Membership and Participation

2-01. Active-military members of the corporation may be Active-military members of the company.

2-02. Active-civilian members of the corporation may be Active-civilian members of the company.

2-03. Prior to passing inspection, Active-military members shall be known as recruits, and may participate in company activities subject to the approval of the company non-commissioned officers.

2-04. Prior to passing inspection, Active-civilian members shall be known as recruits, and may participate in company activities subject to the approval of the company non-commissioned officers and the civilian leader.

2-05. Associate members of the corporation shall not be members or recruits of the company. They will be allowed to participate in company activities subject to the approval of the company non-commissioned officers.

2-06. Participation in company activities shall be in the authorized uniform or apparel and the authorized equipment as specified in Appendix A. Participation in any other uniform, apparel, and/or equipment is subject to the conditions and each time approval of the Board of Directors of the Corporation.

2-07. Recruits are required to pass inspection within 24 months of enlistment to retain their Active-military or Active-civilian membership.

Article III. Inspection

3-01. Inspection is the process by which the recruit demonstrates to the company staff (defined below) his or her ability to fully participate in the activities of the company.

3-02. Active-military recruits shall demonstrate:

a. Ownership of the proper uniform, apparel, and equipment listed in Appendix A, as approved by the company staff.

b. Adequate performance of the portion of the company drill included in Appendix B.

c. Knowledge of weapon safety procedures with both live and blank ammunition as shown in Appendix C.

d. Ability and willingness to accurately portray an American Revolutionary War enlisted man as described in Appendix D.

3-03. Active-civilian recruits shall demonstrate:

a. Ownership of the proper apparel and equipment listed in Appendix A, as approved by the company staff.

b. Ability and willingness to accurately portray an American Revolutionary War "camp follower" as described in Appendix D.

Article IV. Organization of The Company "In The Field"

4-0l. The Board of Directors of The Corporation, as authorized in Article IV, paragraph 4-06, ofThe Corporate Bylaws, shall allocate non-commissioned officer, corporal, and officer positions as needed, conduct company elections for these positions, and thus organize the military activities of the company.

4-02. The company's roster of non-commissioned officers and corporals shall progress using the following schedule:

a. Until the number of Active-military members reaches 30, the number of non-commissioned officers will be 1 first sergeant, 1 sergeant, and 2 corporals.

b. When the number of Active-military members reaches 30, the number of non-commissioned officers will be 1 first sergeant, 1 sergeant, and 3 corporals.

c. When the number of Active-military members reaches 40, the number of non-commissioned officers will be 1 first sergeant, 2 sergeants, and 3 corporals.

4-03. The company's non-commissioned officers will organize the Active-military members into squads under the leadership of the elected corporals.

4-04. Commissioned officers will be appointed by the Board ofDirectors on an event-only basis when it is appropriate to have a commissioned officer at a particular event. At an appropriate time, the Board will announce to the membership that it will accept applications from the Active-military members who are interested in serving as a commissioned officer for the event. The officer(s) will be selected from those Active-military members who have applied, who have passed inspection, who have demonstrated that they own (or will have available to use) clothing and equipment appropriate for the position, and who have demonstrated that they can successfully lead the company as a commissioned officer.

4-05. Although a commissioned officer may be appointed for a particular event, the leadership of the commissioned officer is "nominal", i.e., in name only. The leadership and decision-making of the company in the field remains with the elected non-commissioned officer staff.

4-06. The Board of Directors of The Corporation, as authorized in Article IV, paragraph 4-06 , of The Corporate Bylaws, shall conduct a company election of an Active-civilian leader (the civilian leader), and thus organize the activities of the company Active-civilian members.

4-07. The company's civilian leader will organize the Active-civilian members along the lines of the military squads, when it is appropriate, at the events and activities of the company.

4-08. The civilian leader is subordinate to the non-commissioned officers of the company and will acknowledge the needs and requirements of a military camp. The non-commissioned officers, although in command of the entire camp, will take into consideration the needs and the requirements of the Active-civilian members, recognizing the authenticity of their role in an authentic 18th century military camp.

Article V. Company Elections of Non-Commissioned Officers, Corporals, and Civilian Leaders

5-01. All non-commissioned officers and corporals shall be nominated and elected from the roster of Active-military members who have passed inspection prior to the month of election.

5-02. The civilian leader shall be elected from the roster of Active-civilian members who have passed inspection prior to the month of election.

5-03. All non-commissioned officers, corporals, and the civilian leader shall be elected at the December monthly meeting of The Corporation, and these elections will be conducted by the Board ofDirectors of The Corporation. Their term of office will be for one year, running from January 1 through December 31.

5-04. Non-commissioned officers shall be nominated and elected, one at a time, in sequence beginning with the First Sergeant by majority vote of the Active-military and Active-civilian members present at the meeting.

5-05. Corporals likewise shall be nominated but shall be elected as a group from the list so nominated by majority vote of the Active-military and Active-civilian members of the company.

5-06. The civilian leader likewise shall be nominated and elected by majority vote of the Active-civilian and Active-military members present at the meeting.

Article VI. Responsibilities and Duties

6-01. The Board of Directors of the corporation shall: a. Make policy decisions on purposes, goals, functions, and activities of the company.

b. Coordinate activities and administrate budgets to carry out purposes, goals, and functions.

c. Establish and supervise standards and requirements of authenticity for appearances and activities of the company and its members.

d. Organize the company as necessary.

6-02. The Board of Directors duties by position:

a. The President shall see that all members of the Board of Directors and company non-commissioned officers carry out their duties and responsibilities as described in the general regulations, ensure that they make and distribute plans for company activities that carry out the purpose, goal, functions, and responsibilities of the company, and preside over company elections.

b. The Recruiting Officer shall coordinate recruiting for the company, see that the new members receive guidance and assistance to prepare them for their inspection, and keep appropriate records of recruits.

c. The Secretary shall keep the company list of inspected members and un-inspected recruits up to date, publish the corporate and company circulars , and keep company records.

d. The Treasurer shall receive funds collected as dues, activity payments or expense fees, shall disperse funds for rations and other activity expenses as budgeted and approved, and report the status of corporate funds, income, and expenses on a monthly basis.

e. The Quartermaster shall purchase, stock, and resell clothing and equipment supplies to the members, shall purchase, stock, and maintain company stores of equipment and supplies, shall recommend and approve equipment, vendors, sources, or materials for company and member use, and shall inspect recruits for compliance with requirements for inspection under Article 3-02a ofThe General Regulations.

6-03. The Non-Commissioned Officers and the Civilian Leader of the company are responsible for the following:

a. The execution of the plans of the Board ofDirectors for company activities.

b. The command of the company in the field.

c. Teaching and maintaining the period accuracy of appearance, drill, and deportment of the members of the company.

d. Representing the views of the company members to the Board of Directors, particularly in regard to activities, and other business as the Board requests.

e. Maintaining the company attendance rolls.

f. Attending meetings of the Board of Directors as ex-officio members.

6-04. In addition to the duties listed in 6-03, the company First Sergeant shall:

a. Lead the organization and execution of all company activities.

b. Command the company in the field and camp, and teach and exercise the company in drill and tactics.

c. Train and supervise the other company sergeants and corporals in the execution of their duties.

d. Maintain the company attendance roll both in the field and at monthly and special meetings.

6-05. In addition to the duties listed in 6-03, the other company Sergeants shall:

a. Assist the First Sergeant in company leadership, and, by order of rank, act as First Sergeant in the absence of the First Sergeant.

b. As delegated by the First Sergeant, assist Active-military recruits preparing for inspection, assist in the procurement, issue, and preparation of company rations, assist the Quartermaster in the issue of company stores for company use, and teach the company drill to the Active-military members of the company.

6-06. In addition to the duties listed in 6-03, the company Corporals shall:

a. Assist the company Sergeants in company leadership, and, as delegated by the First Sergeant, act as a Sergeant in the absence of a Sergeant.

b. As delegated by the First Sergeant or another Sergeant, assist Active-military recruits preparing for inspection, assist in the procurement, issue, and preparation of company rations, assist the Quartermaster in the issue of company stores for company use, and teach the company drill to the Active-military members of the company.

6-07. In addition to the duties listed in 6-03, the company Civilian Leader shall:

a. Assist the company Sergeants and Corporals in company leadership.

b. Assist Active-civilian recruits preparing for inspection, assist in the procurement, issue, and preparation of company rations , assist the Quartermaster in the issue of company stores for company use, and teach the responsibilities, deportment, and "life" of an 18th century "camp follower" to the Active-civilian and the Active-military members of the company.

Article VII. Events

7-01. The company shall conduct an inspection of recruits twice yearly, normally in the Spring and in the Fall.

7-02. Additional inspections may be called by the Board of Directors.

7-03. Company NCO's may plan, organize, and execute an event in addition to those planned by the Board of Directors with the approval of the Board of Directors.

7-04. Special events may be planned, organized, and executed by special interest groups within the company with the approval of the Board of Directors.

Article VIII. Company Funds and Properties

8-01 Under Article VI, Corporate Bylaws, all properties and funds received or disbursed by the company are corporate property and are the responsibility of the Board of Directors.

8-02. "Military" and "Civilian" property shall be purchased by the corporation and issued to the company and individual members as needed.

Article IX. Changes to The Regulations

9-01. Changes to these regulations shall be subject to a majority vote of the members present at a regular monthly meeting or at a special meeting and to the approval of the Board of Directors.
